Network Manager and Certified Information Security Officer (CISO)

Summary:

Under the direction of the Information Technology Director, the Network Manager shall be responsible for all aspects for the Network Technology (LAN, WAN, telephony & remote access) at Dayton Physicians including infrastructure, hardware, software, security, system administration and integration. The Network Manager will keep current with technology advancements and the IT environment and make recommendations for direction as appropriate. Plans, prioritizes, budgets, staffs and manages multiple projects. Participates in formulation and facilitates implementation of information technology strategic plans. Manages and mentors networking and desktop support staff. Ensures the appropriate protections and redundancies are in place to mitigate threats and risks to the environment.

Essential Duties and Responsibilities:

Strategy & Planning

Collaborates closely with the information technology team, vendors, clinicians, and leadership for all infrastructure related projects and initiatives.
Assists in the development of policies and procedures for the safe and secure utilization of networks and communication systems.

Network Infrastructure Support

Manages Network Infrastructure and Architecture.
Interfaces with customers to understand business processes and network infrastructure needs.
Ensures appropriate documentation and change management controls are in place as well as staff adherence to those controls through audits.
Provides leadership, mentoring and assistance to networking and support staff in maintaining the network infrastructure.
Maintains a technical working knowledge of core network components and relationships to other facility related systems.
Ensures all network components are appropriately backed up and recoverable in the event of a component failure, internal or external disasters

Project Management

Plan, staff, prioritize and manage all phases of implementation for assigned projects.
Directs the design, development and implementation of new projects.
Establishes timelines to implement new or enhanced equipment, systems, programs or projects.
Monitors project progress through a variety of tools & reports on project progress.
Keeps stakeholders apprised of project status as well as other issues as appropriate.

Security

Ensures our networking environment is protected from external and internal threats.
Ensures data integrity is maintained.
Ensures the appropriate disaster recovery mechanisms are in place.
Ensures firewall and proxy configurations are configured adequately, and kept current, to protect our environment.
Maintains and understanding of HIPAA and other regulatory requirements and implements the necessary security measures in our environment to ensure compliance.
Ensures all outside vendors with network connections are appropriately authenticated and limited to authorized information only.
Ensures virus protection mechanisms are kept current.
Ensures network and desktop systems are patched as needed.
Makes recommendations that will inform purchasing decisions for infrastructure, new systems and technologies that meet organizational standards.

Operational Duties

Provides leadership and assistance to networking staff in maintaining the network infrastructure.
Maintains technical working knowledge of core network components and relationships to other facility related systems.
Ensures all network components are appropriately backed up and recoverable in the event of a component failure, internal or external disaster.
Ensures all network related incidents and problems are appropriately documented and managed.
Monitor system performance, and report when anomalies, errors, inaccuracies, or inefficiencies occur. Make recommendations as needed.
Perform risk assessments relative to current or proposed technologies and make recommendations or remediate as appropriate.
Follow all health care privacy and safety rules and adheres to Dayton Physicians Core Values.
Other duties as assigned.

Supervisory Responsibilities:

Responsible for managing, mentoring and coaching Network Engineers.

Required Education and/ or Experience:

Formal Education & Certification

Bachelor’s degree in related field, masters preferred, specializing in computer engineering and security.
CISSP preferred
Familiarity with the HIPAA regulatory environment required.

Knowledge & Experience

Minimum of 5-7 years of direct work experience. Experience in a healthcare setting preferred.
CISCO and VOIP experience required.
Active Directory & SCCM
Good familiarity with project management, quality assurance, and information systems design.
Able to negotiate with vendors and service providers.
Awareness of current IT security standards, applicable privacy laws, National accreditation standards.

General Skill Requirements:

Excellent oral and written communication
Working knowledge of Microsoft Office, including Word, Excel and Outlook.
Experience working with a Practice Management system.
Self-motivated and directed, with keen attention to detail.
Analytical and problem-solving abilities.
Customer-service orientation.
Attendance and punctuality are essential requirements of this position to provide excellent customer service to both our internal and external stakeholders.
