Job Description :
Position Summary:
Leading the administration of any or all 22 property administration functions within the Property Management organization as assigned, with primary focus on Property Program Support, contracts review / interpretation and requirements flow down, performing research and analysis of property related issues, providing issue resolution recommendations, and leading / participating on Special Project teams that may be process and / or business systems related. A basic understanding of property administration practices, techniques, and standards. Also, Procurement Integrated Enterprise Environment (PIEE) & Invoice, Receipt, Acceptance, Wide Area Workflow e-Business Suite and SAP.
Primary Responsibilities:

Government Property Administration: 50%

Administers property control program activities to ensure continual accountability of government, associate contractor, or company property in accordance with applicable government regulations or corporate policy.
Assist property management staff in receiving, issuing, disposition, turn-in, inventories, accountability, and records management activity.
Work order and maintenance tracking.
Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to work in a safe manner in accordance with established operating procedures and practices.
Have broad knowledge of FAR & DFARS requirements for Government and Capital property
Assist in Government property audits
Keeping up to date on industry standard methodologies in government property administration.
Ensure written and verbal communication with clients and suppliers are professional.
Maintain accurate information on an in-house system.
Provide domain expertise, guidance, and direction regarding property management for assigned locations.
Review and compile Lost, Theft, Damaged, and Destroyed (LTDD) reports to ensure information is screened and processed in a timely manner.
Collaborate with the Government Property Administrator (Government Position) during property management audits.

2. Compliance: 25%
Must possess:

good organizational, verbal, and written communication skills to accurately document, report and present findings;
good social skills to effectively collaborate with all levels of employees including management and outside representatives; and (4) good computer skills.

The ability to work independently or in a team environment is essential, as is the ability to work extended hours and travel as required.
Provide assistance with property related issues and coordinates property control activities to ensure continual full life-cycle accountability of government / customer, associate contractor, and / or company assets in accordance with applicable government regulations and corporate policy. Report any findings to the Airbus Government Property Manager immediately.
The ability to make minimal decisions in the absence of Government Property Manager.

3. Process and Procedure: 25%

Provide assistance with property related issues and coordinates property control activities to ensure continual full life-cycle accountability of government / customer, associate contractor, and / or company assets in accordance with applicable government regulations and corporate policy.
Conducting property management process, records, and businesses systems data management assessments, reporting assessment results, and coordinating findings resolution.
Adhere to requirements driven by Federal Acquisition Regulations and Contractual inclusions for compliance.
Leading / assisting with company owned property administration to include capital and expense type property
Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.

Qualified Experience / Skills / Training:
Education:
Required:

High School diploma or equivalent

Preferred:

Bachelor’s Degree in Business Administration or a related field.

Experience:
Required:

5 years of functional (Using Skill Set) experience.

Preferred:

5 years administering Government Property Management at a contractor’s facility preferred
5 working years with FAR 52.245-1 and DFARS

Licensure/Certifications:
Preferred:

NPMA Certification preferred.
5 years of related property administration experience.

Knowledge, Skills, Demonstrated Capabilities:
Required:

Keeps up to date on industry standard methodologies and most current developments in government property administration. Works with other departments to coordinate government property administration issues, Develops procedures for receipt and issue of, materials and equipment.
Knowledge of inventory audit procedures
Knowledge of shipping regulations and procedures
Effective inter-personal communication skills
Ability to write reports and explain information
Understand and ability to manage an inventory control process.
Direct knowledge of Governmental inventory control procedures
Ability to work independently or in a team environment is essential, as is the ability to work extended hours and travel as required.

Preferred:

Must have a general understanding of government property administration principles, theories and concepts as well as a basic understanding of property administration practices, techniques, and standards.

Physical Requirements:

Onsite: 90%
Vision: able to daily see and read computer screen and other electronic equipment with screens, able to read documents, reports and engineering drawings.
Hearing: daily able to hear to participate in conversations in person and via teleconference or phone and to hear sounds on production floor including safety warnings or alarms
Speaking: daily able to speak in conversations and meetings, deliver information and participate in communications
Equipment Operation (personal computer, telephone, copies, fax machine, and related office equipment and using electronic identification card to enter building floors and internal doors): daily able to operate most office and personal electronic equipment and some tools including production tools such as hydraulic lifts.
Carrying: several times a week able to carry documents, tools, drawings, electronic equipment up to 30lbs/14kgs.
Lifting: several times a week able to lift documents, tools, drawings, electronic equipment up to 30lbs/14kgs.
Pushing / Pulling: several times a week able to push and pull small office furniture and some equipment and tools.
Sitting: daily able to sit for long periods of time in meetings, working on computer
Squatting / Kneeling: several times a week able to squat or kneel to retrieve or replace items stored on low shelving.
Standing: occasionally able to stand for discussions in offices or on production floor.
Travel: occasionally able to travel independently and at short notice.
Walking (include routine walking such as to a shared printer to retrieve documents): daily able to walk through office and production areas including uneven surfaces.
Personal Protective Equipment required: Required PPE includes, but is not limited to, Safety Shoes, Safety Glasses, Hearing Protection, Respirators/Masks, and/or Protective Gloves as required by site and/or customer site
