Job Description :
Primary Purpose:
The Director of Human Resources’ primary responsibility is to provide services/oversight to all issues related to Human Resources (e.g. employee recruitment and vacancy postings for all positions in the charter district, new employee on-boarding, compensation/offer letters, employee benefits, on-the-job injury issues/Workman’s Compensation/Risk Management, employee relations/grievances, position control, employee exit interview conferences, maintenance of personnel records, development of job descriptions, guest teacher orientation). In addition, the Director works collaboratively with all key stakeholders to establish working conditions which promote a culture and climate to attract and retain a highly effective and skilled workforce.

Education/Certification:

Bachelor’s Degree; Master’s Degree in Human Resources, Educational Leadership, or related field preferred

Experience:

Three years of successful resource management experience in either a school district or the private sector
Previous experience using human resources related computer equipment and software

Preference(s):

Professional (PHR) or Senior Professional (SPHR) in Human Resources certification (strongly preferred)
Bilingual (English and Spanish)
Law degree with specialization in labor/employment law; experience in a public school or organization with 50 or more certified staff
Demonstrated expertise in the areas of employee benefits and compensation plans

Special Knowledge/Skills/Abilities:

Demonstrates a passion for and commitment to EPLA’s mission, vision, and educational model
Working knowledge of the TxEIS Ascender program or similar program
Key experience in Human Resource functions, including contract administration/contract negotiations, employee handbook development, and preparation for & conducting grievance meetings
Extensive knowledge of human resources principles and practices
Ability to provide service with a high degree of confidentiality
Ability to develop long-term plans and programs
Ability to implement policy and procedures associated with human resources
Knowledge of best practices using technology in human resources
An understanding of job classification systems
Extensive knowledge and experience in federal and state employment law and regulatory compliance, including areas such as: FERPA, FLMA, FLSA, HIPPA, OSHA
Ability to work collaboratively with employees, peers, supervisors,
Strong organizational, communication, public relations, and interpersonal skills
Personal qualities of maturity, humility, strong work ethic, sense of humor, and a “roll-up-my-sleeves” attitude

Responsibilities and Duties include but are not limited to:

Essential Job Functions

Serves as the primary point of contact for all Human Resources related issues
In conjunction with the Director of Finance, plans, develops, implements, and manages the budget associated with human resources based on documented program needs, personnel, and other fiscal considerations
Assists in the development and implementation of staffing formulas to ensure appropriate staffing levels throughout the district commensurate with industry standards and best practices
Works collaboratively with campus/district leaders with the identification of new/anticipated job positions and with solutions of both internal and external personnel challenges
Recruits, develops, and retains qualified staff at all levels
Leads the design and implementation of employee offer letters and ensures delivery and retrieval of such notices
Responsible for the Texas Education Agency PEIMS requirements and validation of data as it pertains to employee compensation which includes contract days, salaries, supplements and budget accounts
Supervises and facilitates the rollover function of personnel and compensation data at fiscal and school year end
Conducts the hiring processes for the charter (prepares job descriptions, posts position vacancies, maintains the district’s application system, coordinates representation at job fairs, conducts on-boarding interviews, issues job offer letters)
Manages the employee resignation, retirement, layoff and non-renewal processes
Addresses employee grievance issues, using mediation strategies/interventions as warranted
Provides information and support for on-the-job injuries and Workmen’s Compensation needs
Secures and provides employees with information regarding health insurance and other benefits
Maintains and ensures the accuracy of employee personnel files, as well as data entered into the information system
Prepares and obtains approval for official reports relating to Human Resources
Supports campus/district leaders in providing employee social/emotional support options information (e.g. outside agency health/mental health resources)
Seeks guest teacher substitutes and provides an orientation session upon completion of a hiring packet
Develops and provides appropriate professional development opportunities for all employees in the areas of affirmative action, equal opportunity, disability issues, harassment prevention, and discrimination issues
Advises the CEO/Superintendent and Board on legal matters pertaining to human resource interests of the charter district
Initiates and coordinates all activities associated with employee handbook development, review, and revision. Interprets and enforces the employee handbook
Works in cooperation with the Director of Finance and Financial Services Coordinator to maintain personnel data essential for budgetary and payroll purposes
Evaluates, manages, and responds to all requests under the Freedom of Information Act
Ensures compliance with all personnel laws and regulations (EEOC, Affirmative Action, Title IX, Fair Labor Standards Act, and other applicable laws)
Implements and manages the charter’s employee absence balances (including leave of absences); communicating approvals, denials, leave timeframes, return to work expectations and other pertinent information regarding the leave to the employee and/or immediate supervisor
Oversees implementation and operations of the district’s absence tracking and substitute calling systems to ensure accuracy in employee attendance records and substitute management
Provides oversight and participates in investigations of employee misconduct and provides recommendations to the CEO/Superintendent and Board regarding discipline of personnel, grievances, and other personnel actions
Determines and maintains job classifications and job title codes in position control system
Represents the CEO/Superintendent at Board, court and other meetings as required
Interfaces with legal counsel as required by the CEO/Superintendent

Fosters a positive relationship with other departments and EPLA personnel as a whole
Assists with the preparation and posting of the Board of Directors meeting agendas
Serves as the back-up/support for the District PEIMS Coordinator

Strategically manages tasks and time, is well-organized, and is detail-oriented
Attends professional development activities that supports job effectiveness related to Human Resources

Is willing to do whatever it takes to get the work done right.

Performs other related duties as assigned by the Director of Finance or CEO/Superintendent

Supervisory Responsibilities
None at this time. However, supervisory responsibilities may be assigned as the organization continues to expand.

Computer, copier, telephone, public address system, and other equipment applicable to position

Physical Demands/Environmental Factors:
Works with frequent interruptions; maintains emotional control under stress. Must be able to sit for extended periods of time, have repetitive wrist/hand/finger movement to work on computer or related office equipment, and lift heavy objects (i.e. furniture) at times.
